Drop your render resolution, dial back shader complexity, turn off MSAA and FXAA, switch shadows to Low, ensure your GPU drivers are current, shut down background programs, add the -high flag to your launch options, and set fps_max 0 in your autoexec. Because CS2 leans heavily on single-threaded CPU performance, upgrading that component often yields the biggest gains.
